SMTP on Windows 8 server

I'm *attempting* to help my local school here in town...while doing a page for the Alumni association I found out that smtp wasn't installed (I was trying to get a simple contact/registration form working). They've given me a username w/ admin privileges, but this is my first real foray into messing with a server...matter of fact, until a few months ago I had to get WAMP installed and configure it for them. Their email runs through gapps so they've never had a use for the smtp before, but I would like to code up a couple of contact/registration forms.

Also, while poking around the smtp settings it listed the domain as "SRServer.alton.local", which I was expecting something like "mail.xxx.com" or "smtp.xxx.com" or whatever? I tried telnetting to port 25 and it won't connect, and tried telnetting to mail.google.com port 465 and it just sits and spins...I'm wondering if this couldn't be a firewall issue? If I drop an email in the pickup folder it immediately pops up in the bad folder...

This is all new to me, so type s-l-o-w-l-y...
