Of course not. C is a mechanism for expressing algorithms, but it's not the only mechanism for expressing algorithms. You can express in English, too. Learn SEO algorithms in English, if you don't want to learn any programming languages. Once you know SEO algorithms, you'll have some idea of how to optimise a site for SEO.

You have to be familiar with html tags so that you can add them while adding content on your website for onsite optimization and on other web pages for link building purposes.

Why would you give the person you are paying to do SEO access to directly update your site? Their job is to advise you on how to rework the content of the page, not to stuff around with what you are paying the web designer to do.

SEO and web design are two completely different but complementary tasks and few people would do both well so unless you are going to do one of them yourself you would employ two separate people to do them.

After all if your car broke down and you needed to use a taxi to get to where yo needed to go would you also employ the taxi driver to fix your car? Of course not.

Only if you are doing both the SEO and web design yourself does an SEO person need to know HTML since that is a part of the web design job that they are also doing.

It's all on site optimisation and links. Lots of links.

Unless you're doing some crazy in depth analysis, then you'd be looking at the Google algorithm - which is all theory because Google don't release info on their algorithm anymore.

I have a book about the Google algorithm from a few years back. I got to page 2 and got stuck

Its not necessary to learn C language or any programming language while working with SEO.But if you are doing on page optimisation then you have to learn about W3C validation, little bit Javascript ,idea about CSS,but its not necessary but it will give you extra knowledge about SEO.....

There is no need to learn programming while doing SEO. It's enough if you have basic knowledge of HTML.

You don't even need that. SEO is working with the page content not the containers.

It's not mandatory to learn programming language to work for SEO but I believe in the long run, you'll want to explore more on the possibilities of learning Programing while working on SEO.

While search engines see the markup code they don't see any of the actual programming code (except perhaps for some JavaScript). So learning any programming language will not make any difference for SEO.
