How can I make a div scroll with the main scrollbar (horizontally)

I'm currently working with an Oracle Apex theme, and I have a container (div) and a div inside that container for the content. Sometimes the tables created by the database are bigger than the container and create a horizontal scrollbar. The purpose of the div inside the container was for this scrollbar, but if the tables are long it is a hassle to scroll all the way to the bottom of the page scroll to the left or right, then scroll back up to see the table. Is there a way to move that div's horizontal scrollbar to the position of the main browser scrollbar, or have the main browser scrollbar move the contents of the div. Please help! I would show you my code/website, but it is currently in production and on the server.
