Need Help With A Code

I want to develop a tutor website and i cant find the software that suits my needs.

I realize that I will have to possible have someone build me the code for what I want.

I dont know if it can be done with html, but that would be great if I could get it like that.

Here's what I would want.

I will want students to be able to register their own accounts in the app where all their info and files will be managed. I want to be able to send asynchronous messages to each student and to also be able to send them voice recording of each message along with the text. I don't want a chatroom. I dont want them to be able to communicate with each other.

I don't know how much this would cost, but I want the application to look nice. Not like grey tables put together.

I don't have a server where I can install this, I don't know how to do any of that stuff. I would like to implement this unto my website...I don't know if i would be able to embed it. If not, thats ok. But I need it to work.
