Cookie-based page anchor/bookmark script needed

Hi! I am a writer working to publish my novel via personal website. I'm pretty tip-top at HTML and CSS if I may say so myself, so no problems there. But I have no scripting knowledge at all and am in need of a script that apparently does not exist in any shape or form (believe me, I've checked!). I'm not even sure exactly what type of script it would be, so I'll just describe my idea and let you professionals judge.

On the website, each novel chapter has its own page, and my chapters tend to run long - too long to read in one sitting. Since I don't want readers to have to scroll through a bunch of text to find where they left off, my idea is to have a little bookmark icon appear along the margin at crucial intervals in the story. On click, the bookmark would turn into a check mark, and a tooltip message would appear letting the reader know that section is saved . . . and then on future visits to the page, it would automatically jump to the saved section.

There should be the ability to "un-bookmark" a section, and new bookmarks should override old ones as the reader progresses further. I would also like for the pages/chapters to be independent of one another so a bookmark on one page doesn't interfere with a bookmark on another. I should also be able to add or remove as many bookmarks as I wish without "breaking" the script.

Since I will insert my own bookmark/tick icons after the script is finished, you needn't worry about graphics - just use colored squares or something. The script is what matters to me.

Finally, all code should pass through the W3C HTML/CSS validators with no errors.

I'm offering $30 for the script. That number is negotiable but please have mercy on me because I am hella broke! Starving artist and all that. Payment will be made through PayPal - the first half up front and the second half once the task is complete.

The page structure is very simple, as I didn't want a bunch of flashy graphics and tables, etc., to detract from the story.

Resolved!

My first post has no edit button - weird. But anyway, CF user Rowsdower! wrote up a wonderful script for me so this issue is resolved.
