Program photo editing

Hi,
I want to create a program where I enter my data and it creates an image. I want to have the option to easily save the new created image.
I provide you with an image with some data and I want you to create the same image containing new data. The new data shall look exactly like the first image (same font, colour, background, location, font size, etc). It must be absolutely identical.
Then I want to have software for this use - I enter the new data to the software and the software creates the new image.

I can send an image as an example. For someone experienced in photoshop it will be very easy.

What would be the price? How long would this take?

You need a program that takes an image file and creates another file exactly like the first file? I think that can be accomplished using the ol' DOS command "copy". Or if you're into Linux, use "cp". Linux deems the "o" and "y" to be superfluous. Too much typing for those Linux curmudgeons.
