Smile Resizing and Positioning issues

I'm designing such a simple website, but i've reached such a hard spot with it.

On the index page, I would like the red line to be in the middle and the links to all appear to the right of the line, with a small space between each link, and a larger space between the last link and the name. When the page is resized up and down, the links become squashed together.

On the other pages, when the pages are resized left to right, the vertical line eventually overlaps the words to the left. I want this to stop. When on a large computer screen, I want the vertical line and the word home to be as far to the right as possible, and I want it to be able to be resized UP UNTIL the words to the left.

Is any of this even possible??!

I've attached pictures of how I'd like the pages to look at all times.
