Need help with a small project!

1) Project Details: Hello, I am currently working on a small website, and I would like to include a page on the site that ranks elements based on site visitors' votes. I want a list-like view that takes up almost the whole page, leaving room on the left for a navigation menu. The elements in the list will be inputted by me while I am editing the site, and each element will have two images next to it, each one acting as a button, with one of them being to up-vote the element, and the other being to down-vote the element. I want the list to show how many votes each element has next to it, and the list should arrange itself so that the element with the highest up-vote is at the top, and the lowest at the bottom. Also, these elements will be .mp3 files that can be listened to by clicking them a button next to them, without leaving the list view. If the .mp3 link is clicked directly, instead of the little button next to it being clicked, the page will redirect to a different page in the site directory. Lastly, users should not be able to vote more than once for each element of the list.


2) Payment method/ details (Paypal, check? Timeline?): I would like this code to be written within 2 weeks of accepting the project, and I will pay whomever accepts this project via paypal. However, I would be more comfortable discussing how much to pay someone after people made offers to get a ball-park figure.
