I just had an interview today for a front-end developer position. I am now being asked to provide a code sample. I am being asked to create a "Homepage Cut File" WTF is a cut file? Please help.
I've never heard of that term either. I think it's fair to e-mail them back for clarification.

So just tell them that there is no such thing as a "Homepage Cut File" and that if anyone at their company thinks that such a thing exists then that person is totally stuffing up the company web site. If it turns out that the moron stuffing up the site is the person who asked you the question then at least they will have been told that they are wrong - and if everyone they ask tells them the same thing then they may eventually realise how stupid they have been - if not then they'll just accumulate more stupid people working for their company and make it less likely that you will run into stupid people elsewhere.
