Online Design Program?

I'm heading up a project to rebuild and make our sign and printing company more online user friendlily. we are located in a small town in Texas and we have out grown it. we are wanting to expand on the internet but with an online design program a lot like THIS that link will take you to the design program thesignchef.com has on their website.

we want to own the code after it is built. if we like the work done we will have other jobs for the web coder and maybe have them be our webmaster/ subcontractor because we have several customers that want websites but we don't have the time to design and build the websites.

the program will run something like this

select product>size>design or upload art work>approve proof>add another product>pick shipment> payment> payment confirmed art work sent to us in PDF zipped not flattened or EPS.

I'd be interested in finding out more info on this. Could you upload a more descriptive spec sheet as a pdf then post link to it?
