Easiest Way to Program a SMART Board game / template?

Programmers,

I'm a future teacher who will likely have access to technology in the classroom, either in the form of SMART Boards or regular computers, and I want to take advantage of it to the fullest. I want to do two things. One, create a training module for my students so that they easily learn the classroom rules and procedures. I'm thinking about how they train fast food workers at McDonald's. They use games and virtual reality to simulate the actual working environment. Two, I want to create original educational games with awesome graphics that keep my students totally entertained and fit the curriculum perfectly. The problem is, however, how do I create and save SMART notebook files and templates? I've seen many user-generated games and templates, but I have little idea how to make them myself.
