Need a program

I am looking for a program that will do the following

run in background
run on win

i need this program to be able to turn off another program after a given amount of time or upon activation of my screen saver


Example:

this program would shut down my email client and my truecrype if i was AFK for 10 min


I tryed the Jbit macro recorder but it not really what i'm looking for
