there are some interesting technologies available these days to identify users with a host of parameters. Most of us only have access to ~5 internet devices, maybe on here 10 is more likely. At any rate, using IPs, cookies, useragents and GA data, you can actually distinguish a lot more than most folks realize. since this user has existing and known log fingerprints, his access points and devices should be well-known.
sure, there are internet cafes and friend's apartments, but if you take away a man's three best devices, suddenly, it's a LOT more effort to carry on the antics. You can't make it impossible, but you can make it take more effort so that it's outside of the routine. adjusting the effort/reward factor need not be 1000:1 to extinguish a behavior.
also, moving to a social sign-in like google or persona would ameliorate the lax validation procedures employed by the user creation process.
