They just want to pass the subject (even with just a 50% grade) which gives them more time to concentrate on the more important subjects for them in their course. They're not interested in learning web programming well.
Of course cheating is the way to ensure that they FAIL their "web programming" course. Unlike other subjects a programming course is one where it is really obvious if someone cheats by getting the work done for them since:
1. they will be unable to explain how the code works
2. the code will likely use something not covered in the course which the student is not likely to know
3. the programming style will be different from that which is being taught
So it will be really obvious that the student did not produce the code themselves and the teacher will at best give it a mark of zero.
