Are you trying to serve it up to the internet - if so you are doing it all wrong. The 192.168. series is for networked computers(LAN).

Check out This link for how to serve up file from Wamp to the internet. Essentially, use whatismyip.com to get what your IP is and if your ISP provides only Dynamic IPs, use an IP tracker like http://www.no-ip.com/ that will track your IP and updating it's DNS accordingly to route traffic to your local WAMP server when people type in your website address. Also open up port 80 which is closed by some ISPs.
