According to Google, it's used in the game of "Rift". Which I'd never heard of before.
But it's similar to other games where you choose one capability and then that gives you the chance to choose more, etc., until you've used up all your points.
Given that I saw several calculators available when I did the google search, I dunno why somebody would want to reinvent the wheel.
