I think it depends on the way how your web site is structured. I'd say that server-side would be the easiest way though.

I suggest getting the hang of CSS first...

I suggest getting the hang of CSS first (shouldn't take long) and then instead of JavaScript ALSO have a look at server-side languages. Getting the hang of JavaScript and a server-side language...

sjc, I don't think PHP is applicable at the moment, as the question regards how to keep the page static while the content dynamic.

My answer would be to use frames, either normal ones or i-frames.
