ok and what is this file for? a presentation? website? if its for a webpage you'll have to slice your PSD file, save it all to jpg and then insert the flash file where needed in HTML.

create a normal diagonal line, add a layer mask, use a black to white gradient from one end to the other on the layer mask. there are several ways to do this, but that should do the trick.
