web design and web development

Web design and web development are they two different things or the same thing .
Also, I want to know if HTML and CSS3 and PHP are the major things to learn in web design.
Thank you

Yes, two very different things. And it's difficult to be really good at both!

Web design is the "front end", meaning the HTML, CSS and some Javascript for the fancy effects.

Web development is the "back end", meaning the interface with a database or file system, the processing of forms, and in general the process of making a website actually work. You can even fold web design into web development and not be wrong.

The really talented web designers out there usually don't do much programming, if any.
