A forum on the science of computer programming?

I'm looking for a place where we can debate some of the basic philosophies and concepts of computer science in general - at a level higher than any programming or scripting language. Why we do what we do (not as people, but why we have certain approaches and patterns), best practices, etc. I'm wondering if there'd be any interest among CF members in having a forum here for that.

If we did, I'd want to call it "Meta: The science of computer programming".

Sounds like a fun topic, I'd certainly read if not contribute here and there. I'm not sure there would be enough action in it for a whole forum though. I get the feeling (I hope I'm wrong) that the vast majority of folks doing programming these days don't have a whole lot of interest in why we do it one way versus another.
