apache 2.4 cuts off downloads at 60 MB

Can somebody tell me why my server won't let users download more than 60 MB?

Apache 2.4, Win32, PHP5, both VC9 builds.

I should add that this is Windows XP 32 bit I'm running. Downloads are accessed directly, not via scripts.
