Is there anyway to post variables to a URL without using an HTML form (post method)?

I have an HTML form that I need to submit to a URL which then faxes the information.
However I need to format the form variables (using PHP) before posting to the URL.

    My question is:
Is there anyway to post variables to a URL without using an HTML form (post method)?

I hope I am explaining myself enough: I am new to coding and even newer to PHP.

    Thanks for you help,
