    PHP include with tables question

    I'm using script like this for my PHP include file (which includes one row spanning three columns and the first column of a second row):

    <html>
    <head>
    </head>
    <body bgcolor="#000000">
    <table border="2" width="99%" height="289" bordercolorlight="#FFFFFF" bordercolordark="#FFFFFF">
    <TBODY>
    <tr>
    <td width="99%" height="59" colspan="2" bordercolor="#000000" bgcolor="#000000">
    <p align="left"><img border="0" src="[masthead for my site]" width="720" height="112"></p>
    </td>
    </tr>
    <tr>
    <td width="28%" valign="top" bgcolor="#000000">
    <p> [navigation for my site] </p>
    </td>

    Then, for my home page, which is divided into three columns (one of which is specified in the PHP include), I use script that looks like this:

    <? include("header.php") ?>
    <td width="44%" height="285" valign="top" bgcolor="#FFFFFF">
    <p> [text text text]
    </td>
    <td width="28%" valign="top" bgcolor="#000000" bordercolor="#FFFFFF" bordercolorlight="#FFFFFF" bordercolordark="#FFFFFF">
    <p> [text text text blah blah blah] </p>
    </td>

    But for "article" pages, which are only two columns (one of which is specified in the PHP include), I use script that looks like this:

    <? include("header.php") ?>
    <td width="72%" height="285" valign="top" bgcolor="#FFFFFF">
    <p> [text text text blah blah blah] </p>
    </td>

    My problem is that the navigation column specified in the PHP include is a *very* slightly different width in the home page vs. the article pages. How do I fix this? I've tried specifying the exact width of the column instead of using percentages, but that messes up the appearance and alignment of the column. I don't know much about html, so it's possible that there's something else I need to change in order to make that work. Any help would be much appreciated.
