Working on php traffic broker script

I am familiar with PHP (I read around 4 good books), but I've never worked as a programmer. In general, it seems to be an easy language to work with, and learn. I am thinking about working on creating an Internet traffic broker script, for adult sites, something like TrafficHolder.com, TrafficShop.com, AvaTraffic.com. People see traffic and buy traffic from the site. It would be skimmed traffic (clicks on thumbs / pics), popunder, and mobile. I think I would need to combine it with JavaScript.com too. I've been working on xxx sites for 6+ years full time, so I am familiar with the niche.

Script would need to include things like geo location, device detection, and a lot of other things. Would something like this be possibly to do, with no experience at all. I am not planning to do it in a month or two, and I can work on it for like a year or more - correct the mistakes, try to make it better, and so on.

How this could work out, and what advice could you give me, regarding this? Is php + JavaScript a good solution for something like this, overall? I am not planning to learn another programming language for this, this would be going too far for me.

    Thanks.

Like I said, I have a beginner / intermediate idea of php, and I will be learning a lot more, before working on this. What would it look like in general, as far as possible framework / frameworks and tools. I will be familiar with Linux 100%, so I can use that, or possibly something else. What is the current state of this? Would I be learning something like Zend Framework, and working with this, or what other tools would I use, probably. Something like Eclipse IDE?
