php framework with the best scaffolding / user managment?

Which php framework has the most extensive scaffolding or automatic back-end or user managment built in? I normally use codeigniter for development but Im lazy and with codeigniter you have to build things like the user registration system and website backend yourself. Id rather use a framework that does as much of this kind of thing as possible for me and i only need to tweek it to my specific needs.

It sounds like you're looking for a content management system rather than a framework. Popular CMSes include Wordpress, Joomla and Drupal.
