failed to open stream: Permission denied

I have a problem on connecting to a config files shared in a folder over the network. The server is Windows 2003 and clients are Windows XP joining a in a domain not as workgroup.

    Above is the main class.

My config file on my local computer (Windowx XP) calling the config file on a shared folder.

    Error on running the website.

Do I need to adjust something on the server? nor in my local computer suach as apache settings?

It looks more to be a windows permission issue but that said, not many people will try to use a shared configuration file on a network share. I suspect you're going to have to use a lot of trial and error to solve this.
