    "Securely" allow image uploads

I quoted securely, as security is relative, but...

Is there a technique to make sure a file someone uploads is an image? Obviously just extension isn't sufficient, and I know checking mime types is a method of confirming file type, but I don't know how effective that is. I also considered using the various techniques to convert the file into a raw then into a jpg to make sure.

I'm assuming the techniques to check file type would be assessed server side, as I'm not aware of any client side techniques to check file types?
