Bugs in any language are the responsibility of the programmer, no validator will detect logic errors.

Validators only detect syntax errors. You can get PHP to do this for you on your development system by insuring that all errors are being reported. Make sure that display_errors is on and that the error_reporting level is set to display all errors for your version of PHP.
If you are learning PHP, developing PHP code, or debugging PHP code, do yourself a favor and check your web server log for errors and/or turn on full PHP error reporting in php.ini or in a .htaccess file to get PHP to help you.

You might want to take a look at the concept of 'test first programming, or 'test driven development' (google will provide plenty of introduction)
simpletest (http://www.lastcraft.com/simple_test.php) is a php unit-testing framework that allows for the easy creation of and running of tests.

The basic premise is that by writing tests of the desired functionality first, and then writing just enough code to make them pass, your code will end up being of a much higher quality. You'll also be in a position where you can edit code confidentally, knowing that 3 weeks down the line you're not going to find out it's broken something.
