I am fairly certain it is all to do with permissions. If you are having trouble getting the permissions set or if you have them set and they still don't work, you may need to contact the server administrator to activate the directories for you so they will run executable files. Some systems are set up this way to protect the CPU from exessive abuse.

Make sure the directory housing your cgi files is set with the right permissions as well as the files themselves.

    Lightbulb

have you checked your cgi chmod? maybe you should set "chmod +x file.cgi" so your cgi files become executables.
