Angry How config launch permission by programming?

    Dear Sirs:
I am developing a web application with "ASP--DLL COM--DB" structure. In the DLL COM, it need launch Excel by CreateObject("Excel.Application"), it works fine in win2000,WinXP SP1, but doesn't work in WinXP SP2, say "permission deny". I know it's caused by the launch perimission issue of Excel application for IUSR_XXX, so I config it in dcomcnfg.exe and grant IUSR_XXX the Excel Launch Permission, it works fine again.
But, this web application is distributed to end users, obviously it's not a good idea for every user to config it manually, so I hope config it in my Config tool- a .EXE application installed during setup, I don't know which API or other function can do it. Please help me, thanks!
