I want to retrieve data from SQL server database table

I also want to get the order number/Serial number of each record also

For example consider the following table

    A 10
    B 9
    E 10

I want to get one (1) associated with A,

    Two (2) associated with B

I'm not sure what you're doing, but I think your asking about the order it gets returned.

Databases return a SET of data. It's not really ordered unless you do an ORDER BY. In your example, that's not going to help you, you'd need to add another field for the order.
