    any other way to open a new window aside from JavaScript?

    i am currently using javascript to upen new windows without menu bars, scroll bars etc. but a lot of people here (philippines) have javascript disabled (myself included!). so i would just like to know if there is another way to do this.

    Not with those features disabled. The way to do it without JavaScript is deprecated anyway.

    oh, so theres nothing i can do?

    hm... okay, maybe i'll just make some sort of file instructing viewers to "allow blocked content" when it is blocked by IE.

    No one should allow blocked content ever as allowing it at the wrong time can totally trash your computer requiring a complete rebuild and even the security experts have made that mistake.

    Don't forget to start your JavaScript code with "use strict"; which makes it easier to find errors in your code.

    You don't. You allow users to open new windows (or tabs) when and how they want to.
