The quick answer would be... anywhere! If you are just starting out, there are oodles of tutorials on the internet. Just "Google" 'javascript tutorials'. Some are better than others. Some are a few years old, so parts of the code may be depricated and/or have become standardized by W3C recommendations. Depending upon your level of programming skills in other languages, javascript shouldn't take that long to learn (although I'm still working on mastering this language )

Oh, and as for your question about what tools to use... any text editor will work (eg notepad); you won't need anything like visual studios for VB, etc. There are some free/shareware IDEs (Integrated Development Environments) out there that act like a text editor with some "extras" like highlighting strings, comments, language-specific keywords, etc. in different colors, which can help in editing your script. You may also be able purchase more robust developing environments as well, but if you are interested in learning the language, your better off not using these, as they sometimes become a crutch (ie you never actually learn how to do somehing on your own, but rather rely on the software suite to do things for you).

I have a series of introductory tutorials on Javascript at http://javascript.about.com/od/learnjavascript/

Helping others to solve their computer problem at http://www.felgall.com/

Don't forget to start your JavaScript code with "use strict"; which makes it easier to find errors in your code.
