Question quick question on the drop down menu

I'm making a fictional site. There are different main categories and within that are sub categories.

So i thought a javascript drop down menu could be good:

    < Fruit >
    apple
    orange
    lime
    lemon

    < veges >
    potato
    pumpkin
    cucumber

So the user would click for instance 'veges' and down pops the menu but if the user does not have javascript enabled is their away to send them on to a page when they click the 'veges' link?

I'm sure there is but wanted to check before i decide to learn how to make the menus.

Actually, better to have the link be there from the get go, and let the javascript remove when it makes the menus.
