Can't place drop down menu where I want it

I want to have a page with a gif banner on top and a Javascript drop down menu below the banner. I've tried several things (put the banner and the script in a table with the scipt in the cell below the gif, tried to defer the script from loading) and no matter what I do the drop down isd on top of the gif. Any help is appreciated.

Helped if you showed some code or the actual page.

    Code

Here's my latest try. A little more info. I have a plain html website I created with Dreamweaver with nav bar on the side. I wanted to add a drop down menu. I downloaded a menu creator (Coffee cup DHTML menu creator) and it generated the script I'm trying to add (included below) I tried adding it inside Dreamweaver and in a html file outside Dreamweaver and the same thing happens. Thanks for any help, Bruce
