CSS Coding Shows up in Firefox but not Internet Explorer

Why is it that my site shows up exactly the way I want it to in Firefox, but not in Internet Explorer? The problem are the picture links. They are supposed to be green, then turn white after you hover and/or click on them. The other is my banner is connected to my content section in Firefox, but not in IE. What do I need to do w/ my CSS codes to remedy this? CSS coding is the one area I'm still deficient in, so any help anyone can give me would be very appreciative. Thank you.

The style and Javascript sections should be in the head section, not after <html> or after </head>.

    You also have no DOCTYPE...

Ok...thank you. I'll move the style and Javascript sections where they are supposed to be. What is DOCTYPE?

It's a way of telling exactly what kind of code it is.
The standard one for new sites should be:
    Code:
    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">
Which you just place above the <html> tags.
It also helps when validating your page (validator.w3.org)
