    you mean highlight like an actuall highlighter?
    try this for that effect, if its not what you want just say so.

    <style type="text/css">
    .highlighter {background-color:yellow;}
    </style>

    <a href="webpage.html" onmouseover="this.className='highlighter';"
    onmouseout="this.className='';">blah</a>

    This code is much better,as it works in all browsers:
    <style type="text/css>
    a:hover{background-color:yellow}
    </style>

    Yes, use CSS Pseudo Classes

    Code:
    a:link {
    	color: #009999;
    	text-decoration: underline;
    	background-color: #FFFFFF;
    }
    a:visited {
    	color: #009999;
    	text-decoration: underline;
    	background-color: #FFFFFF;
    }
    a:hover {
    	color: #00CC99;
    	text-decoration: none;
    	background-color: #FFFFFF;
    }
    a:active {
    	color: #00CC99;
    	text-decoration: underline overline;
    	background-color: #FFFFFF;
    }
    You can put this in <style> tags or in a seperate CSS file.
