launch help file from an html page

Does anyone know how to launch a help (.chm) file from an html page?

The page, in my case, will always be offline.

    Thanks

To get such a file to launch by default you'd probably need some kind of browser plug-in. Being a proprietary format of Microsoft, it seems that Internet Explorer already has such a plug-in built-in as I was able to open a file with the below code after clicking Open on the Windows XP SP2 security dialogue. Excepting the Save Link As... feature, Firefox offered no response to this link when clicking unless I tried to open the link location in a new tab or window.

    Test Code: <a href="file:///C:\WINDOWS\Help\access.chm">Download Help File</a>
For every complex problem, there is an answer that is clear, simple, and wrong.
