Advice For Making My Site 800X600 Friendly

I'm using fixed positioning on div#header (line 32) and div#footer (line 63) to emulate a framed layout. It works fine on 1024x768 monitors (presumably just as well on larger resolutions) as long as the window is maximized, but as soon as the window is resized, the horizontal scrollbar doesn't scroll toward the fixed elements in Opera, and in Firefox no horizontal scrollbar appears it all.

I guess this makes sense considering that I am using fixed positioning. Is is there a way to have the horizontal scrollbar shift through the entire page while keeping fixed positioning on the aforementioned elements?

Site in question: http://www.nadamt.xmgfree.com/index.html (viewable in Opera and FF only); the CSS is in the attachment below.

    Thanks in advance.

What's your clockspeed? How much RAM do you have? Do you have a broadband connection?

    I've a Sempron mobile 3000+ and 512MB RAM. On my other computer I've a Athlon 2500+ @ 3200+ and 1GB RAM. And yes I've a broadband connection.
