how to make an anchor tag work properly

I have a very very long page - a help page (probably 100 pages long) with lots of anchor tags. The way the page looks like is, at the top of the page there are the links which anchor to the various parts of the page.
My problem is, in the home page I have a link which links to the middle portion of this help page. When the user clicks on the link in the home page, it opens this help page - first to the top of the page, then it automatically moves to the area (anchored area) and at this same time some images are still loading. But once the whole page is finished loading, it suddenly moves to some other section (may be thats the one loaded last). Is there any way to avoid this and make the page load to the correct spot of the page section?

I would suggest splitting the page up into different pages if it's that long... that way a user will not have to download all of the pages just to see the one thing he/she is looking for.
