Brain Lapse: Flowing Element over multiple containers

I can't seem to think straight right now. I have two minor issues. Here is a screenshot of the issue

The first problem is the "g" on "Keep Reading". It's getting cut off because of the margin-top on the "#bottom" element which is the very bottom container that is holding the navigation and "to top" link. How do I make this NOT cut the text out?

Secondly, how can I make that to top element flow over both the #bottom and the footer without it cutting out when it flows over the footer. I tried z-index but that does nothing for either issue. Any help would be great. Thanks!

Try using z-index. Not supported in < IE7 though.
