    Scrolling webpage help (HTML, CSS)

I own the website http://elhartman.com/ . If you make your window size smaller, the buttons re-align to fit your window. Instead, I want them to stay in place, and instead of re-aligning, allowing you to scroll freely around the page. Anybody know what I'm saying? Thanks for any helpers!

The a tags should be between the li tags and between the p tags. From:
    Code:
    <a href="http://blog.elhartman.com/"><li id="blog"><p class="btext">Blog</p></li></a>
    to
    Code:
    <li id="blog"><p class="btext"><a href="http://blog.elhartman.com/">Blog</a></p></li>
When that is fixed, see how ihow does. Fixing the code might not correct the issue you brought up. But once the code is fixed, then the original issue can be addressed - if it still exists.

You need to give your ul a fixed px width instead of percent. Keep in mind though, it would have to be a large ox width and smaller screen sizes would have to scroll right to see all your list items being they're so large currently.

Another thing I noticed. The id="panels" is used more than once.

An id value should be used only once on a page.

Perhaps a class name "panels" would work, instead.
