definitely (x)html and css as these really are the fundamentals

you can find scripts for most jobs but if you lack the basic knowledge on how websites are designed/displayed to users then you won't get far in terms of templating.

javascript is useful to pick up

also depends what you really want to do...front end, back end design?

if you're more graphical then go for flash/actionscript et al but if the tech site appeals go for php/asp/js/cold fusion/etc etc

Oh NO! If you use the design view of any of the wysiwyg program, you code will be a big mess at the end. Learn to hand code your document from scratch using an editor like notepad++, by using appropriate tags. In that wa, your document will become semantic!

No. First study the languages. Only after you will be able to write everything with your own hand, you may start using an editor, but never use too much of its fancy extra toys (javascript rollovers, preloaders and all kind of craps DW or FP may offer).

Yes, time spent learning to code is much better than time spent learning a program that codes for you.
As met has said, XHTML and CSS may be the best place to start.
After seeing the questions some of the students that come here have I would be very careful about the teacher I chose - I've seen a lot of very out of date teachers advocating tables and deprecated code.

Validate often DURING development - Use it like a splelchecker | Debug during Development |Write it for FireFox, ignore IE
Use the right DocType | Validate your markup | Validate your CSS | Why validating is good | Why tables are bad
