Marquee is not valid tag in XHTML. Marquee tag gives a effect of scrolling text across the page area.

IN XHTML, you can use some other javascript code for scrolling the text instead of using the sing marquee tag. You can search such easy ready made codes on dynamicdrive.com

just check out the text effect section on the site.

Tags like marquee, blink etc are deprecated for the accessibility issues, see http://aprompt.snow.utoronto.ca/help/BlinkHelp.html. So think twice before you recreate it by some other means.

Marquee and blink were never part of the standard. Unfortunately, they are being introduced in HTML5 but you never know when someone smart kicks them out before they get finalized.

Since I doubt the OP is serving his XHTML as XHTML, both will work in most browsers though no one understands why anyone would use it.
