I've validated HTML and CSS coding and know of the errors that I purposely put there.
    But CSS codes are fine.
HTML codes has errors, but it's stuff like <!a href which i put there temporarily until it gets filled in.

The problem, as always, is IE. Firefox is performing correctly. You have "stuff" before the doctype on your page. This throws IE into quirks and it won't attempt to perform like other more modern browsers like Firefox. Remove everything in front of the doctype.

Also, your doctype is incorrect. It should be this (if you insist on using xhtml):
    <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"

You need to fix a few errors first:506 Validation Errors

Run your CSS through the validator too. You have many errors in that as well.
