    Header Image wont display as intended in IE

    Ive wasted two days trying to figure this out for some reason my header image wont display in IE, this is a relatively basic template too. ANy help would be greatly appreciated. FYI there is a background an overlay and then a banner, all being called from the database, in case your wondering why.. I have confirmed the URL paths are good. Firefox works fine too, Ive also tried inserting the image directly into the Header Div, with no luck.

    Here is the css and index.php
    THE CSS file got it from DW cs4

    @charset "utf-8";
    body {
    margin: 0; /* it's good practice to zero the margin and padding of the body element to account for differing browser defaults */
    padding: 0;
    text-align: center; /* this centers the container in IE 5* browsers. The text is then set to the left aligned default in the #container selector */
    color: #FFF;
    font-family: "Arial Black", Gadget, sans-serif;
    font-size: 100%;
    background-color: #414141;
    background-image: url(/templates/ycre8/images/PAPERbackgroundfade.png);
    background-repeat: no-repeat;
    background-position: center top;
    }
    .twoColLiqLtHdr a {
    color: #FFFFFF;
    font-family: "Arial Black", Gadget, sans-serif;
    }
    a {
    text-decoration: none;
    font-family: "Arial Black", Gadget, sans-serif;
    color:#FFFFFF; }
    a:hover, a:focus {
    color:#FFFFFF;
    font-family: "Arial Black", Gadget, sans-serif;
    text-decoration:underline; }

    .thrColFixHdr #container {
    width: 1066px;

    margin-right: auto;
    margin-bottom: 0;
    margin-left: auto;
    }

    }

    Your site takes too long to load!
