for the contact.txt, if you are calling the cgi-bin from the root dir, than remove the first / to look like this cgi-bin/cgiemail000/mailtemp.txt

if you are calling from one of the sub dir of root, than add .. to look like this ../cgi-bin/cgiemail000/mailtemp.txt

I don't think you can call a .txt file from a form, the server will only send it as plain text. Is this a perl script or something? You should make sure that the file has the proper extension, like .cgi.

Also if you have huge troubles you could try putting the full URL, like http://luannadams.com//cgi-bin/cgiemail000/mailtemp.txt in the form.

Check this link - How to Resolve an HTTP 405 Resource not allowed Error in IIS

    From the site:

The file type is not registered in the IIS script map
settings (e.g. .html or .htm). IIS 5.1 only allows HTTP requests of
type to GET to unmapped files. HTTP requests of type POST, HEAD, and
all others are responded to with a 405 resource not allowed error.

you could always just use a different contact form instead of cgi, mine uses php

look at my sample one i made at http://owt200x.us/formtest/

a link for it to download without captcha is http://owt200x.us/formtest/contactform.rar

a link for it to download with captcha is http://owt200x.us/formtest/contactformcaptcha.rar

i can modify it a little if youd like, like add form elements rename stuff. mainly small things im not the best
