    Implementing a blog

In almost every site I've been on, the home page has a little blog which the author of the site can update to inform browsers of what's new on the site or future events, so on so forth. I've recently taken to starting my first real project (I've been doing dummy sites to teach myself CSS) and almost immediatly I hit a road block.

I have no idea how to implement one of these blogs in a webpage.

It's something so common to websites I have no idea why I can't find information on it and after looking around I'm not even sure it can be done with XHTML and CSS alone unless you use just style a blog from wordpress or something. Maybe I'm searching for the wrong thing here but a point in the right direction would be a big help.
