Eliminating extra page that comes up with my href

This brings up outlook mail in IE browser with no problems.
    <a href="outlook:inbox>outlook mail</a>

But on my Active Desktop web page (where I have a web page on my desktop on my Windows 2000
workstation) it brings up mail and another IE blank page (with Address/url of "outlook:inbox"). I need it to just bring up Outlook and eliminate the extra blank page that comes up. So it should just bring up OUtlook mail and nothing else. Any suggestions?
