Modern web development is much about semantic HTML and an empty image isn’t telling very much about what will be on the site eventually and how it’s supposed to be structured.

For example what purpose has this narrow frame below the header?

As it is now I would suggest you cut the image in three parts. The top part goes down to the top of the content section, including the rounded corners. The second part is a one pixel high image with the side borders of the content section (so it’s as wide as the box). The third image will be the bottom of the content, the rounded corners and bottom border.

Then the basic HTML is pretty simple. Three divs, header, content, footer, all wrapped in one container. You would apply the top image to the header, the middle to the content, repeating vertically, and the bottom to the footer.

Of course this is just the most basic help but I won’t code the entire thing for you. And if the content is different from what I assumed here then the approah might be different as well so I don’t wanna waste too much time in explaining/coding something that might be totally different then.
